New users entering into a Series would not have received messages

Between approx 0800 UTC on Sunday 4th December 2022 and 1000 UTC on Monday 5th December 2022, new users entering into a Series would not have received messages. Existing users would have been unaffected during this time. This issue is now resolved and all services are working as expected.
